I Introduction


This paper has been prepared to present a list of priority low cost and volunteer projects included in the “Glendora Wilderness Park - Final Report”. It is hoped that these proposals will be adopted by the Glendora City Council to allow immediate implementation of these specific projects. In addition, it seems expedient to present in this paper the proposed park policies and specific regulations governing park use. The section on specific regulations was unintentionally left out of the “Final Report” and thus has not yet received the approval by the Parks and Recreation Commission.

Much of the remaining material refers directly to information outlined in the “Final Report”. In addition to the low cost or volunteer nature of these selected items, they are presented here because of their importance to the proper maintenance of the Park and/or their necessity in the future development of the Park. The “Glendora Wilderness Park - Final Report” was received by the Glendora Parks and Recreation Commission in November of 1977, and approved for consideration by the Glendora City Council in December. The same report was submitted to the Glendora City Council in December.

II. Park Policy and Specific Regulations Governing Park Use

A. Park Policy Proposal
That the Glendora Wilderness Park be preserved as a near-city wilderness area to facilitate the needs of the City of Glendora in the area of outdoor education, nature study and passive wilderness activities. To adopt regulations protecting animal and plant life, as well as the physical environment of the park. To restrict the type of activities within the park to those that will not alter the environment, conflict with or disrupt activities consistent with the approved park policy(ies). To allow and provide for the adequate enforcement of established regulations concerning the Glendora Wilderness Park.
B. Proposed Regulations for the Glendora Wilderness Park
The following proposed list of regulations are given because of their importance in meeting the overall standards required by the above park policies. These are given regardless of existing regulations governing Glendora City Parks and regardless of other existing city and state regulations. This is done so as to present a complete list of the proposed regulations suggested for use in this specific park. Reasons for many of these regulations can be found by reading various portions of the “Final Report”.
Proposed Regulations
1. No alcoholic beverages permitted in the park.
2. No pets allowed in the park, either by visitors, private residences or groups leasing city property. Individuals or groups leasing property within the park may keep existing pets but may not acquire any additional ones. Persons staying in properties leased from the city by a person or persons other than themselves may not have pets (with the exception of the present caretakers living at the Y.M.C.A. residence at Camp Miller, who may keep their existing pets).
3. Smoking only in designated areas.
4. No collecting of plants or animals (living or dead). No collecting of rocks or minerals in the park.
5. Picnicking, overnight camping and cooking only in those areas posted for that specific activity.
6. No fires without a permit in the park.
7. No entry during closure hours.
8. No littering in the park.
9. Hiking on established trails only in the park.
10. No off-road use of any vehicle in the park.
11. Park to be closed between the hours of 6:00 p.m. and 6:00 a.m. throughout the year (special programs by the city and use by private parties leasing property in the park excepted).
12. No firearms or weapons of any kind permitted in the park (except that equipment used in the archery instruction programs by the City of Glendora, Y.M.C.A. and Girl Scout programs).
13. Speed limited to 25 m.p.h. in the park.
14. Pedestrian use only beyond the constraining gate (second gate kept closed during opening hours of the park.)
15. Parking in designated parking areas only.
16. No horses allowed in the park until a special trail(s) for that purpose are created or with a special permit (see regulation # 2 for possible exception by park residents).

III Location, Dimensions and Specific Wording of Signs

The location, exact wording, dimensions, materials needed and number of signs needed are discussed here. Changes in the wording of some signs may become necessary if changes in the proposed regulations are made.

Six of these signs to be placed between the junction of Glendora Mountain Road and the entrance gate. Three of these signs will be placed on either side of the Big Dalton Canyon Road.

Two signs to be placed on the north side of the road near the mouth of Mystic Canyon.

One sign to be placed on the south side of the road in the dirt access area into the stream bottom at the east end of the Big Dalton Debris and opposite the Walcott’s residence (0.4 miles east of Glendora Mountain Road).

Two signs to be placed on the south side of the road at Coulter Pine site , opposite the Y.M.C.A. Campground (0.9 miles east of Glendora Mountain Road).

One sign placed on the north side of the road on a cleared area down canyon(west of the Y.M.C.A.Campground (0.8 miles east of Glendora Mountain Road).

One sign placed on the north side of the road near the Y.M.C.A. Campground at the site of the Canyon mailboxes (0.9 miles east of Glendora Mountain Road).

Location Signs to be placed on the east side of the Glendora Mountain Road north of the junction with Big Dalton Canyon Road. These signs to be placed in leveled dirt surface areas adjacent to the east side of the Glendora Mountain Road.
Explanation These are now being used as parking areas. The posting of these signs would restrict parking during closure hours from these points. The property immediately adjacent to the east side of Glendora Mountain Road is within the park boundary. The signs would be placed on city property.

Location of Sign To be placed at the entrance of their access road so as to be readable from Big Dalton Canyon Road.

Explanation Many park visitors will find it helplful to know which camps and cabins are public and which are not. Each party leasing property within the park will be required to make and put up their own sign.

Location of Sign To be placed near the access road into the camp in such a place as to be visible and readable from Big Dalton Canyon Road.

Explanation Park visitors should know which facilities inside the park are privat organizations and thus are not open to public use without reservations.

IV Projects By Volunteers

Several projects suggested for immediate implementation could successfully be carried out by volunteers. Individual residents of Glendora and/or organizations affiliated with and recognized by the City of Glendora could provide these services. Such volunteer projects should be overseen by a selected Glendora City employee familiar with the Glendora Wilderness Park proposal. Organizations and individuals contributing in any way to the Glendora Wilderness Park should be recognized and thanked by the City in some appropriate manner.

A. Trail Maintenance and Contributions to the existing one-half mile Paul Keiser Nature Trail

1. Project Annual maintenance trail work

Proposal That one organization volunteer a minimum of eight hour day each year on a continuing basis. A large active mens’ group is recommended for this project.

2. Project Annual financial contributions to the upkeep of the existing one-mile Paul Keiser Nature Trail.

A. Twenty -seven redwood posts to be used as reference markers for the Nature Trail pamphlet (now being printed).

Redwood post dimensions:
Eight at 5 ft. high x 4 in. wide x 4 in. thick
Nineteen at 4 ft. high x 4 in. wide x 4 in. thick

Each post needs to be routed with a 2 inch high x 1 inch wide number (1-27).
B. Redwood sign to be placed at the start of the Nature Trail sign.

Sign Dimensions: 1 1/2 ft. high x 2 1/2 ft. wide x 1 in. thick

C. Materials to install two trail side benches.

B. Trail Construction

1. Recommendation: Recommend the construction of the 1 1/2 mile Cienega Spring Maple Canyon Wilderness Trail.

Trail #7 - Big Cienega Wilderness Trail
Trail #8 - Maple Canyon Wilderness Trail (pages 45-46) (Map #3)
This trail would include that portion of Trail #7 which connects the Nature Trail to the Maple Canyon Wilderness Trail (Trail #8).
This trail starts along the existing nature trail and will ultimately reach the Coulter Pine Grove in the lower canyon. This would provide a scenic trail between the City Day Camp and the Y.M.C.A. Camp. The trail would pass through some of the densest stands of California Live Oak in the park. This trail is entirely within city property.

No trees over ten feet would be removed without approval from the City to do so. All trails recommended in this paper are submitted with the knowledge and approval of the U.S. Forest Service- Baldy District, in that their construction had adequate supervision by someone employed or appointed by the City of Glendora.

Project: Recommend construction of this trail by volunteer groups or individuals agreeing to work on specified days when a trail supervisor can be present.

Initial construction could use the services of many volunteer organizations.

2. Recommend construction of the proposed Mystic Canyon Nature Trail.

Approximate distance: 3/4 mile

This trail will provide a circular loop trip beginning at the mouth of Mystic Canyon. The trail will follow the south facing slope to its crest providing a majestic view of Glendora and then gently drop down into beautiful Mystic Canyon to follow it back to the mouth of the canyon. This trail will eventually be equipped with a self-guided pamphlet.
